cannot import two linked templates

Description

Create two empty templates, A and B, and link B to A. Importing both templates simultaneously gives no-permission.png.

Importing one after another is OK. The same scenario, but with A linked to B, is also OK.

most likely the ordering in the xml matters. if the highest level template is first, it's all good, otherwise it fails.
import should be smart enough to sort these things and import them in the correct order.
this could probably still be broken... have two templates whose triggers depend on each other, export, try to import. if that fails, import probably should be smart enough to import triggers first, set dependencies later (but maybe it already does that - can't test, trunk is quite broken currently )
