 Description   

Reproduce:
Set guest user to "Zabbix super admin" user type.
Log in as guest.
Go to Administration->Users->Media and try to add new or edit existing media.

Notice:
No permissions to referred object or it does not exist!

(2) Move "popup_media.php" in menu.inc.php under Users to validate permissions.
Now anyone can open this popup window.
