Operation details have tooltips, but now they appear empty.

(2) [F] If subject and message is empty, tooltip also empty for operation type "Send message".
Empty tooltips for all operation types except "Send message" and "Remote command" ( for example in Actions->Event source - Autoregistration->Operations tab)

  1. L433, 1195: Don't use empty()
  2. L430, 1191: When is the case where $action_operation_hints[$operationid] is not an array?
  3. L429-435: If you use blank lines in 1189-1198 then why not here too?
