How should one interpret such condition?

In short, it says A=B and given A and B are not variables, but constants one has just entered, one can assume that such condition can never be true and is therefore a complete nonsense. Either description is far from perfect or frontend allows user to enter nonsense.

I think adding value would help - Old event tag A value = New event tag B value. Maybe tag names should be highlighted somehow - quoted, bold or something.
