 Description   

Steps to reproduce:

  1. Edit/Create dashboard
  2. Disconnect internet connection
  3. Try add new widget

Result:
You will wait for the widget to be loaded, If you don't know that the internet is disconnected.
Expected:
Some text message, but not loader.

By the way, the same story on graph page
