Question Descrption :
   I want to create IIS item from windows performance counter , but some item in my environment encounter language issue can't create .
   I use id to create it , but it show error 'Cannot obtain performance information from collector.' (Please refer attachment file not support.png)
   Have any one also encounter the issue and fix ?  

Steps to reproduce:
  1. extact perforamnce counter id from windows machine key.(https://www.zabbix.com/documentation/3.4/manual/config/items/perfcounters)
  2. customize template xml
  3. Please refer attachment file collect error.png

I can't see the IDs you're referring to in the perfmon descriptions.

There are no IDs 7826/7828

Uris Registered for net.pipe 6670
Uris Unregistered for net.tcp 6672
Uris Unregistered for net.pipe 7898
Web Service 7900

Doesn't look like a bug of Zabbix to me - you're simply using non-existent IDs. Just my 2 cents.
Try Low-Level Discovery using a script and then configure monitoring based on the IDs you get from LLD
