What's wrong with output?
What receives those items? Are they SNMP, any preprocessing rules?

output of interface is -1.3 db but zabbix show -13 db

Please show how you get it and what item settings?

Need only item configuration and a screenshot from the console where you can get this manually, with some command.

Zabbix uses the same library as snmpwalk. So should be any issues here.

Not sure what is the issue. All looks fine. You get -32 and on screenshot something like that. I not sure what TenGig was polled.
Don't see any problem here. Maybe signal could be different.
