Steps to reproduce:

1. Create new actions
2. Navigate to operations and enable operations to send notification to a group as message
3. Click on screen where it says steps and set it to 3 step, duration leave as 0 default
4. Click on recovery operations and enable notification as send message. Notice there is no steps on this screen. 

Result:
The result of this is that you will receive escalation after 2h as planned. However, whenever any device comes back up in the meantime you will receive that up notification without first receiving down notification. Which causes a lot of confusion. 

Expected:
Expected behaviour would be to only receive up notification when there is a down notification first for that particular action.
