 Description   

A user with admin type and "Create and edit dashboards" permissions can't save a cloned public dashboard. (but can clone and save an owned dashboard)

Steps to reproduce:

  1. Login as user with  "Create and edit dashboards" permission (not superadmin)
  2. Press "clone" on public dashboard's actions menu
  3. Choose a new name and click "Apply"
  4. Click the "Save changes" button

Result:
Got error:
