is duplicated by ZBX-19968 importing older version discovery rul... Confirmed

 Description   

Steps to reproduce:

  1. download the official template APC Smart-UPS 3000 XLM by SNMP;
  2. try to import this template according to documentation (Data collection → Templates, and import the file);

Result:
Error message:

Invalid tag "/zabbix_export/templates/template(1)/discovery_rules/discovery_rule(2)/filter/conditions/condition(1)": the tag "formulaid" is missing.

(this tag is really absent in this place, as well as 2 override rules further)
Expected:
Import template without any errors.

Maybe, this issue relates, too.
It's unclear for me: is it the template only problem (missing tags if they are mandatory) or the server problem (does not accept template without these tags if they are optional).
