 Description   

The item selection list for simple checks still lists all the old style service checks (ftp, ldap, nntp, etc) rather than net.tcp.service

It was already resolved in ZBXNEXT-485. You probably use older trunk database from pre-1.9.7.

Remove everything from table help_items and insert required records from data.sql for this table only. It should help.

Why wasn't there incremental database patches for this? I understand things like templates not getting patched, but help_items are a core part of the system and I would have thought should be updated.

Maybe the data.sql needs to be seperated into different parts?

Yes, this change has been not performed in the http://www.zabbix.org/svn/zabbixorg/zabbix/upgrade_incremental/dbpatches_inc/22246.dbpatch.sql

ok, missing part in the incremental patch has been added. if you have already patched past that revision, it should be safe to re-apply that patch (it did seem to work for me )
something like :
mysql zabbix_1_9 < 22246.dbpatch.sql
