 Description   

zabbix graphs (usually) try to use nice, round and nicely distributed values for y axis.
but if you specify some non-"round" value for graph y axis min value, all these nice values get shifted.

I'm not sure if it's bug or normal behavior, but after fix following axis values can be shown. (see axis1.png, axis2.png)

<richlv> axis2 seems ok ("regroups" around '1', uses a step of 0.2 to have more labels as opposed to 0.5, for example), axis1 doesn't seem to be ok (here labels have attached themselves to non-round values even though such values are in the y axis scale)
