Some strings in frontend lack Russian translation.

1. ????????? -> ???? ???? -> "Create host"
2. ????????? -> ?????? IT -> root -> "Add Service"
3. ????????? -> ?????? IT -> root -> Add Service -> ????? -> ???????? -> "Incorrect service start time." error message not translated.
4. ?????? -> ????????????? ?????? -> ???????? -> ???????? -> "????: Page received incorrect data", "Warning: Incorrect value for field "??????" error messages not translated.

"Data from X. Generated in Y sec." Is not translated on graph images, generated by charts.php.

Login page is not translated. How the login page can be ever translated, when Zabbix doesn't know user profile language, until user logs in? Is there a place in Zabbix, where default language is set? I guess, this place is not the profile of user "guest", because I have "Russian (ru_RU)" set for user "guest".

About IT services see ZBX-3089

About login page - I recall some discussion in the past. Should login page use guest's account locale or not.
This behavior changed in trunk, probably in the ZBXNEXT-636

I've just tested:
1.8 displays login page using guest's locale,
2.0 displays only English login page disregarding on guest's locale.

I like old 1.8's behavior in this regarding.

i would claim that not using guest locale is a bug (and a regression), could be handled in this issue

Graphs scale (1h, 2h,1d, 1w, 1M, etc) is not translated, screenshot attached.

For me all these strings are translated now.
For login page i created separate issue ZBX-5057.
