this introduces two blocks (for apache 2.2 and 2.4), and removes excess clause that, in addition to blocking everything, also blocked .php files - discussed on irc, we could not come up with a reason for that (tried unicode entities, direct paths to files and other potential tricks)

note that old syntax will work with apache 2.4 if module mod_access_compat is loaded. if not, attempts to read old syntax will fail with :

Invalid command 'Order', perhaps misspelled or defined by a module not included in the server configuration

(1) we will want to document somewhere potential error message with old syntax, module to be loaded and which zabbix version introduces support for 2.4 syntax. we might want to link to http://httpd.apache.org/docs/2.4/upgrading.html and http://httpd.apache.org/docs/current/mod/mod_authz_core.html
