How To reproduce:
I use guest account. In event page set period 40 years, then try to download reports. By frontend or by curl http://host/zabbix/events.php -d "csv_export=Export to CSV"

As result see zbx_events_export (19).csv

Monitoring->Events CSV export by pages, should be improved to "export all"
