all locale files contain the following string definitions that don't seem to be used anywhere else in the frontend code:

S_2H
S_4H
S_8H
S_12H
S_24H
S_WEEK_SMALL
S_MONTH_SMALL
S_YEAR_SMALL
S_KEEP_PERIOD
S_ON_C
S_OFF_C
S_MOVE
S_NAVIGATE
S_INCREASE
S_DECREASE
S_NAVIGATE
S_RIGHT_DIR
S_LEFT_DIR

ok, i messed up a bit, remove from that list these

S_MOVE
S_NAVIGATE
S_INCREASE
S_DECREASE
S_RIGHT_DIR
S_LEFT_DIR

but add the fact that S_NAVIGATE is listed twice.

duplicated string definitions are defined in different (comment-identified) sections, like S_AUDIT in both "audit.php" and "Menu" sections.

also, some sections are completely duplicated, like "Lines".

please, advice on the course - should completely duped sections be removed ?
what about strings that occur in two different sections ?

additionally, spacing is inconsistent. can 8 char tabs be assumed ?

variable 'S_SORT_ORDER_1_100' slightly misleadingly maps to Sort order (0->100)'

there's also a typo - "Item not exists"
