 Description   

Create an action with two operations: one sends a message to user "Admin", another sends a message to group "Zabbix administrators". Save that action, after that edit the first operation to send a message to the group and edit the second operation to send a message to the user. Observe the following error:

Same error is shown when we change media type for both of these operations.

No error messages are displayed in 2.4 branch, but one operation was silently deleted while saving changes.

(2) moved (1) from ZBX-9110
in some cases operations may be lost.
edit an action with two operations with the same steps (like 1-0)
edit the second operation. sometimes (exact conditions not clear), editing it will rearrange the operations in the list.
click 'update' for the operation - now both operations are the same

iivs Issue is also fixed. CLOSED.

If fix is good, the branch svn://svn.zabbix.com/branches/dev/ZBX-9013 will not be used.

Although this fixes the bug, there is still a small inconveniance when operation is being edited. The list is still being re-ordered each time "Update" is clicked on operation (if two operations are the same). I made a separate issue for this sorting problem when editing an operation each time. See ZBX-9252
