 Description   

Steps to reproduce:
1. In Configuration -> Actions -> Operations create new operation with type one of: Enable host, Disable host, Add host, Remove host.
2. Save and open to edit.
3. Save without changes.

System shows error message:

Operation "<operation type>" already exists.

(2) The solution does not works. "Operation "<operation type>" already exists." still present after an operation updating.
