 Description   

For example,
We have a complex trigger which includes two hosts (A and B) and our action have the "not in maintenance" condition.
When the host A in maintenance mode, the trigger should not be executed disregarding of the maintenance status of the host B.

But what should Zabbix server do if complex trigger will have the operator OR ("|")?

i wouldn't classify it as a bug - that's "how it was designed".
not sure whether it should be changed - as you noted, what if it's "host a or host b down" ?

I think by analogy to not-supported/disabled items or disabled hosts we won't allocate it in a separate case.

Perhaps the "not in maintenance" condition should be renamed "all trigger hosts not in maintenance" to make it clear.
