i try to upload file in the pootle but see this erro (You do not have rights to upload new files here.)

Please do not try to upload the file now.
At the moment not all is done, there is a special process to initiate new language http://www.zabbix.com/documentation/2.0/contrib/frontend_localisation#adding_a_new_language

to clarify, we have to wait for 2.0.3 to be released, then we can add new locales

it was added to 2.0 in 30518 and to 2.1 in 30519.
language & region code used : fa_IR

it is also added to pootle, so you should probably be good to go

no windows string was added, as http://msdn.microsoft.com/en-us/library/39cwe7zf(vs.71).aspx does not list persian. should figure out what to do about it.
