In ZBXNEXT-1408 added ability to ignore existing elements in MultiSelect

For example in Actions->Conditions->Triggers->Hosts not possible to add exist element, but in MultiSelect it is available.

(1) In Template->Templates add templateid in Multiselect ignored data array
Now is possible select template and try link it in template tab
