 Description   

Currently all discovered VM instances are created - it is highly desirable to be alter to filter those based on their power state (poweredOn / poweredOff)
to ensure that only currently running machines are created & monitored.

It will be really useful to have this during VM discovery process so the poweredOff VMs can be filtered out.
