duplicates ZBXNEXT-1191 define user macros on Host Group level Open

 Description   

Currently we need to create macros in separated template or per host.
But for example we can have group called Russia and macros to allowed pings under 50ms for this country.
And another group like US and allowed pings macros under 100ms.

So we do not need to set up macroses per host or per duplicate template.
