 Description   

In most of case, my customers after a small host/item modification did not notice any changes... And everytime i have to remember to them how does it work Zabbix web frontend and the Zabbix Server process and the middleware Configuration cache (CacheUpdateFrequency).
I think, it would be a great idea to show the last update time of the Zabbix Configuration Cache by a small pannel on the web frontend.

Combined with a proper audit log (ZBX-2815), we could also show a list of configuration changes that have not been synced yet.

I'm attaching a very naïve patch for current trunk displaying last update time for server's configuration cache: ZBXNEXT-3448.patch

It is (or at least should be ) shown in Dashboard -> Status of Zabbix, Reports -> Status of Zabbix and Status of Zabbix widget in screens, but only for Zabbix superadministrators.

For a more solid and complete solution sasha suggested that it would be nice to display similar information about proxies in Administration -> Proxies. Would be a bit more difficult, but still doable.

This comment made me think that it could be useful to display Zabbix server version in the frontend. And same for proxies (in 3.4 we have them stored in server's cache). Currently there is no equivalent of agent.version and zabbix[java,,version] for server or proxy.
