 Description   

administration->notifications should be moved to reports, it does not make much sense to have it in admin section.

it could be made only accessible by superadmins just like "status of zabbix"

turns out, in 1.1 it was under reports.
probably was moved to remove access for non-superadmins. later maybe worth making these reports that are only available for superadmins somehow stand out (different meny background colour/text ?)

Already done with ZBXNEXT-2662 in version 3.0.
