Thank you for bringing this to our attention. Although the current design is functioning as intended, I recognize the merit in your observation.
However the anticipated impact seems to be relatively minimal, considering the scope of necessary changes.
As such I will keep this task open. Should there be bigger user interest, this task might be reconsidered for roadmap.

PS: As I can see, this occurs after user with disabled media type update event, then it always set recipients and this error occurs.
