you follow the webscenario but create a page that is wrong
then you delete the page (step) and you create a new working page(step) with the same name as the one that was not working.
the step will fail again
if you delete the step and create a new step with correct parameters and anoter name it will work.

probably data is cached when deleted and when creating a new setp it reads it back from the cache
