create users with template read permissions

      Red Hat Enterprise Linux Server release 6.6 (Santiago)

      We try to create an user with permissions to read templates and hostgroups in the configure tab but we can't.

      We did the following: we created an user and we gave it zabbix-admin permissions and in the group permissions we put all the stuff like a read only but it didn't work it.
