configure script help output claims that :

--sysconfdir=DIR read-only single-machine data [PREFIX/etc]

which would suggest that by default configuration files are searched in PREFIX/etc

instead, configuration files are always hardcoded to be located in /etc/zabbix, which makes installing multiple zabbix versions in parallel notably harder.
