Something odd with the way the host status is displayed.

1) create a new host, and set the agent interface (do not start an agent)
2) the host status becomes "red" only after you created your first item (type = agent). Because only then the server tries to connect to the agent, but fails because the agent isn't started.
3) imagine you don't need an item (web scanrios only). Delete all existing items
4) the host status stays "red" (cannot connect), even though it isn't actually trying to connect at all (because there is no item defined on the host)
5) disable/enable the host. Doesn't change anything.

In my option, there is some unconsistency here.
Either the host should be red before the items creation and stay red after the items deletion. Or the host status should be green before the item creation and become green after the items deletion. What we have here is that the host status is green before the items creation, and doesn't come back to green after the item deletion, and there is no workaround to have it back to green.
