zabbix 3.0 introduced an arbitrary minimum width, which affects various elements, but most notably - time period scrollbar and generated graphs.

this has been mentioned in (35) in ZBXNEXT-2662, but it is noticeable enough to have a separate issue.

previously, many/most elements scaled down horizontally decently. for example, if one wanted a smaller graph to email to somebody or put in wikipedia, it was enough to resize the browser and refresh the page. now it's messing with the graph url manually and trying out "width" values.

there doesn't seem to be a good reason for this arbitrary minimum width limit. if a user is viewing zabbix interface on a large screen and is never interested in scaling elements down, the limit does not bother them, whether it's there or not.

if a user views zabbix interface on a smaller screen or wants to prepare a smaller graph, screenshot etc, they get screwed by this change.

other pages/forms/elements suffer from the same effect, cause might be the same or different.
