We upgraded Zabbix from 2.4.7 to 3.0.1. Upgrade and everything else works fine but we receive no actions via SMS or E-Mail. Problem is the "send only to: -All-" option in "Actions" --> "Operations". The section "Used in actions" in "Administration" --> "Media types" is empty. If I change the option to "Send only to: E-Mail" my action apears in the "used in action" section and E-Mail notification works. I made a fresh installation on a test host and the problem still exists. Now I have to edit all actions and configure two operations to get zabbix to send emails and SMS. Once with "send only to: e-mail" and another operation with the same configuration for "send only to: SMS".
