nodes created in non-dm setup disappear from frontend

      it is possible to create nodes for installations that have not been converted to distributed monitoring.
      such nodes disappear from the frontend, but are stored in the db, which can create confusion.
      node configuration section should prevent node creation in such situation and show explanatory text.
