It's possible to configure actions to send duplicated messages with one media type

      When checking for duplicated notification messages Zabbix server does not properly handle 'all media' type 0. Because of that it's possible to configure server to send 2 indentical notifications with specific media type.

      Configure two action operations - one to send a message via all media, second to send message with a specific media A. Now users will get two identical messages via media A.
