the API changelog needs some cleanup.

• the encryption changes probably should be in the "Backward incompatible changes" section (as one has to specify new params when creating hosts/proxies).
• most method sections in "Other changes and bug fixes" have "changes"/"bug fixes" sections, but several do not - "discoveryrule" and a few others
• some method sections are duplicated ("item", maybe more)
• while methods were alphabetically sorted initially, that seems to have been ignored later and the methods at the top of the list have been simply stacked
