Turn to web page Configurations=>actions=>Create action=>operations to create an action, I think it's unreasonable to choose the 'Target list' if execute remote commnad on a zabbix server. The 'target list' is only used when executing remote command on zabbix agent. But when choose executing commands on zabbix server, we must choose 'Target list' or else we cannot create an action. Please check attachment.

I think the 'Target list' buttom should be hiden when we choose executing remote commands on zabbix server.
