The Zabbix Server do not start booting the Debian 9 and Ubuntu Server 16.04 systems due to a failure to load the service.
To solve it was only necessary to add to boot with systemctl, something that is not done by default with these packages.

I recommend only one upgrade in the post installation script by adding the command:

systemctl enable zabbix-server.service
