pgres_fatal_error when getting evenlog

      An error is logged in zabbix_server.log when Windows Agent send an event from eventlog:

      566:20170309:112355.513 [Z3005] query failed: [0] PGRES_FATAL_ERROR:??????:  ???????? ?????????????????? ???? ??? ????????? "UTF8": 0xd1 0x27
 [insert into history_text (itemid,clock,ns,value) values (25544,1489037035,58242236,'??????? ?? ??????? ?????'.

      Postgresql has table in utf8 codepage:

      Nm | Ow| C | LC_COLLATE | LC_CTYPE | Perm
*** | *** | UTF8 | ru_RU.UTF-8 | ru_RU.UTF-8 |

      Other russian word (for example - in service name) are showed correctly in zabbix.
