We have an issue currently with our Actions that when previously down hosts are triggering the actions that include Discovery Status = Up and Discovery Status = Discovered

What we are trying to do is have two separate Actions that meet the following criteria:

1. Add newly discovered hosts >> Any brand new host that is being added for the first time
2. Enable (and apply config settings) monitoring for any host that was previously in a lost state.

I've tried multiple configurations of the Discovery Status in conjunction with Uptime/Downtime (this value is almost useless in this scenario as they flip as soon as the host is back online).
