Create a new action, give it a name and try to save it:

Action "asdf" no operations defined.

This is slightly confusing, because you don't really need an "operation". A recovery operation is good enough.

What is more important though: It is valid to have "Send recovery message" as the sole operation of an action. With no messages previously sent, this is essentially a no-op and sounds wrong to me.
