When escalator processes recovery operations:

1. checking operation conditions is pointless - recovery operations do not have conditions
2. The macro type MACRO_TYPE_MESSAGE_RECOVERY must be used when calling substitute_simple_macros() for normal messages in recovery operations. Currently it does not break anything because macro substitution function relies on recovery event presence rather than macro type when expanding macros (which is not quite correct and ideally should be fixed in future).
