Maintenance not honored when host has no data

      Recently migrated to 3.2.6 from 2.4.2 and adjusted all actions to no longer use the is not in maintenance condition per information here.

      If we have a brand new host (no data ever received), put it in maintenance, then enable the host with a trigger raising right away, actions are performed.
