      Here: https://www.zabbix.com/documentation/3.4/manual/installation/install_from_packages/debian_ubuntu you said that the apache zabbix config is located here: /etc/apache2/sites-enabled/zabbix.conf but thats wrong, its located here: /etc/apache2/conf-enabled/zabbix.conf
