Add a template to multiple hosts via mass update is not working, but message says that "Hosts updated".

Steps to reproduce:

1. select any hosts on the Hosts list
2. click Mass update
3. select tab Template and add any template (e.g. FTP Service, as attachment "screen1")
4. do not check "Replace" checkbox (otherwise, it will work, as it was solved on ZBX-12695)
5. confirm and check on the ilst of servers that the message displays action was completed, but template was not applied (as per attachment "screen2")
