Active Maintenance disabled ALL actions
Steps to reproduce:
1) Create actions
Name: test
Conditions: remove Maintenance status not in maintenance
the rest does not matter
2) Create test trigger (all work, action work)
3) Create Maintenance in current time + 1h
4) Create test2 trigger (action not work. will work after the end of the Maintenance)

Result
action not work in Maintenance. will work after the end of the Maintenance
