Incorrect handling of passive proxy with encryption settings by server without TLS support

      Steps to reproduce:

      1. Add passive proxy with Connections to proxy set to PSK or Certificate
      2. Start server
      3. See server's log file

      Result:

      zabbix_server [16755]: ERROR [file:proxypoller.c,line:68] Something impossible has just happened.

      Expected:
      Something about "server was compiled without TLS support".
