Steps to reproduce:

1. Create report data with different years (for example 2016, 2017);
2. Reports-> Notifications
3. Select dropdown ‘Period’ = ‘Yearly’
   Result: Report contain information about 2016, 2017 years - OK
4. Select dropdown ‘Period’ = ‘Monthly’
5. Select ‘Year’ = ‘2016’
6. Select dropdown ‘Period’ = ‘Yearly’
   Result: Report for 2017 year contain no information
   Expected: Report must be the same like in 3 step
