<optgroup> tag has different visual appearance in Firefox when viewing dark theme

      Do this and Chrome and Firefox and see differences:

      1. Open Administration -> Media types
      2. Click "Type".

      The problem appears on Firefox. On my screen the text and background is indistinguishable. I can't see text at all. It's just a white block.
