Steps to reproduce:
Go to Administration -> Scripts
Press Create Script
Fill In Name and Commands
Notice that Required host permissions radio is unchecked
Save form - press Add

Open script properties again. See that Required host permissions radio checked "Read"

Expected:
When script creation form is opened first time, Required host permissions radio should be checked "Read" by default.
