Disabling media does not work

      Ubuntu
      Zabbix 3.2.11 (version field does not allow input, thinks there are only 4 versions of the software ever...)

      Administration -> Media types -> Disable email type

      Expectation: email media type is disabled, no email will be sent out

      Result: Nothing, email is still sent

      While maybe not needed often, we have an issue right now causing hundreds of alerts due to network intermittence. Rather than spam all our emails, or disable each account media, or disable each action in the system, ONE thing to disable, the media type, is HIGHLY desirable, and does not work.
